PRIM CONAMI Validator: Improve the Quality of Your Portfolio Regulatory Data

Validate ICC and ISC_Saldos files in TXT, CSV, or Excel before submitting them to CONAMI. Review structure, catalogs, portfolio, provisions, and accounting-balance reconciliation.

Detect inconsistencies before submitting your portfolio data

Preparing the monthly Credit Portfolio Information (ICC) report requires much more than generating files with the correct names. Every record must comply with the structure defined by CONAMI, use valid codes, remain consistent with the other files, and accurately reflect the status, classification, and provision of each loan.

A small inconsistency can halt submission processing or require several rounds of corrections. Microfincloud’s PRIM CONAMI Validator helps identify these issues before uploading information to the regulatory system. It is a Windows desktop application designed around version 1.9 of the Manual for Submitting MFI Credit Portfolio Information and the Manual for Submitting Accounting-Balance Information.

A comprehensive review of ICC and ISC files

The application processes the set of ICC credit files in TXT, CSV, and XLSX formats. The user selects the current-period folder and the system displays a matrix of the files found. The prior-month folder can also be selected to run controls that depend on continuity between periods.

1. Structure, fields, and data types

The validator checks the number and order of columns, required fields, and expected formats for text, numbers, and dates. It also identifies values commonly used as substitutes for missing data—such as NA, N/A, or N/D—when the field should be reported as empty.

2. Regulatory catalogs and codes

Reported identifiers are checked against the applicable catalogs. This includes municipalities, countries, currencies, purposes, economic activities, modalities, guarantees, statuses, and loan situations, among others. The review helps locate nonexistent codes or combinations that do not match the reported operation.

3. Consistency across files

ICC files should not be analyzed in isolation. The validator cross-checks loans, people, loan-person relationships, analysts, and the other files in the period to detect missing references, duplicates, and inconsistencies across related data. For example, it verifies that the assigned analyst exists and that each relationship uses identifiers present in its source files.

4. Controls over portfolio status

The review includes specific rules for current, overdue, restructured, extended, judicial-collection, canceled, and charged-off or derecognized loans. Among other controls, it evaluates balances, interest, days past due, status date, charged-off amount, current and overdue maturity buckets, and the expected accounting account according to grouping, situation, currency, and year of charge-off.

5. Classification, interest, and provisions

The Clasif_Provision tab compares the reported classification with the expected classification based on days past due for principal. It also reviews interest receivable and calculates the provision base and minimum provision, taking applicable contagion rules into account. Provision percentages for A1 and D1, D2, and D3 can be configured to match the institution’s current parameters.

ISC_Saldos validation and accounting reconciliation

The validator also processes the current-period ISC_Saldos file and, when available, the prior-month file. It accepts TXT, CSV, and XLSX files and checks their structure, data types, account and currency codes, uniqueness by account and currency, balance equation according to accounting nature, account hierarchy, and opening-balance continuity against the prior close.

Accounts are checked against the MFI Uniform Chart of Accounts. In addition, the total debit balances must exactly equal the total credit balances; any difference other than 0.00 is reported as an inconsistency.

Comparing ICC and ISC balances

The Cuadre_ICC_ISC tab compares portfolio and obligation data reported in ICC files against consolidated accounting balances from ISC_Saldos. The analysis presents Portfolio Data, Accounting Data, and Difference, rounded to two decimals, to facilitate reconciliation before submission.

The comparison includes current, extended, restructured, overdue, and judicial-collection loans; interest and fees receivable; loan-loss provisions; and the main groups of domestic and foreign financial obligations, separated into short and long term. ICC amounts in foreign currency or subject to value maintenance are converted to córdobas using the official exchange rate, while ISC_Saldos uses the consolidating currency 0 directly.

Comparison with the prior month

When the prior-period folder is selected, the application can run monthly controls, such as checking the continued presence or removal of canceled loans and other changes that require the prior report. For ISC_Saldos, it also compares the current period’s opening balance against the prior month’s closing balance for the same account and currency.

The prior folder is optional. If it is not selected, validation continues and the report explicitly identifies which comparative controls were excluded. This prevents a rule that was not executed from being confused with a passed validation.

An Excel report designed for correction

Once complete, the validator generates a file named Resultado_Validacion_ICC_[cutoff date].xlsx. The workbook presents information in an orderly, traceable way:

  1. Summary: consolidates each type of inconsistency in one row, with its rule, description, field, and number of affected records.
  2. Inconsistency detail: shows the record, field, reported value, and, when it can be determined, the expected value.
  3. Clasif_Provision: compares portfolio classification, interest, and provisions, including the contagion effect.
  4. Situacion_Estado: provides an operating summary of the reported portfolio; this tab is informative and does not constitute an additional validation.
  5. ISC_Saldos: details inconsistencies in structure, accounts, currencies, accounting nature, balances, and accounting continuity.
  6. Cuadre_ICC_ISC: reconciles portfolio, interest, provisions, and obligations against accounting balances.
  7. Catalogo_Cuentas: provides informational detail on the applicable Uniform Chart of Accounts, including level and debit or credit nature.
  8. Coverage: documents the implemented rules and their execution.
  9. Excluded validations: identifies controls that could not be run, for example when the prior period was not provided.

Workflow

  1. Select the folder containing the current-period ICC files and confirm detection of ISC_Saldos, or select it in its corresponding field.
  2. Select the prior-month folder when you want to run monthly comparisons.
  3. Complete the cutoff date and requested parameters.
  4. Run validation and wait for processing to finish.
  5. Review the summary and correct the records identified in the Excel report.

Tool scope

The PRIM Validator is a pre-submission control tool. It helps improve file quality and reduce detectable errors before submission, but it does not replace the ICC and ISC manuals, current regulations, or final validations performed by CONAMI. Some controls depend on external information or institutional criteria that must be kept up to date.

Availability

The application is distributed as a Windows executable. The package includes the files needed for operation and creates its initial configuration when one does not already exist.
